Using New York State Funding (Self-Direction)
Many New York families utilize Self-Direction funding through the Office for People With Developmental Disabilities (OPWDD) to access our coaching.
Themba Tutors is an out-of-network professional support. We are not a direct-billing agency or a Medicaid-enrolled provider. We work with families who manage their own budgets through a Fiscal Intermediary (FI).
How to Coordinate Your Funding:
- Confirm with your Broker/FI: Verify that your budget includes “Community Classes” or “Individualized Directed Goods and Services” (IDGS) that can be used for professional coaching.
- Professional Support: Ensure your Person-Centered Service Plan (PCSP) allows for independently contracted professional services.
- Documentation: We provide itemized invoices and service descriptions using plain-language terminology (e.g., “Life Skills Development” or “Community-Based Support”) commonly accepted by NYS funding administrators.
- Responsibility: Families remain responsible for coordinating with their FI and ensuring approval. Reimbursement is never guaranteed.

NYS Self-Direction FAQ
1. Is executive function coaching covered by NYS Self-Direction?
Executive function coaching may be eligible under NYS Self-Direction when a participant’s budget includes Community Classes or Individualized Directed Goods and Services (IDGS). Approval depends on the participant’s Person-Centered Service Plan and the policies of their Fiscal Intermediary.
2. Can OPWDD Self-Direction funds be used for remote or virtual services?
Yes. Many families use Self-Direction funding for remote or virtual supports, including executive function coaching, as long as the service is documented in the participant’s Person-Centered Service Plan and approved by the Fiscal Intermediary.
3. Does Themba Tutors bill OPWDD or Medicaid directly?
No. Themba Tutors is an out-of-network professional support and does not bill OPWDD or Medicaid directly. Families remain responsible for coordinating payment and reimbursement through their Fiscal Intermediary.
4. What documentation is typically required for Self-Direction reimbursement?
Fiscal Intermediaries commonly require itemized invoices, service descriptions, dates of service, provider credentials, and confirmation that the service aligns with the participant’s approved Person-Centered Service Plan. Reimbursement is never guaranteed.
5. Is executive function coaching considered therapy?
No. Executive function coaching is an educational and skill-building support focused on organization, planning, follow-through, and independence. It is not therapy, clinical treatment, or academic instruction.
